Like button

Build an interactive UI element: Like button.

What it is: A heart with a springy tap, a burst of dots and a counter.

Behaviour:
- Pill button with a heart and a counter.
- Click: the heart fills red, the button does a short springy scale (0.86 to 1.12 to 1) and eight dots shoot out in a circle and fade.
- Another click undoes it, without animation.
- The counter goes up or down by one; aria-pressed reports the state.

Requirements:
- Work in this project's stack. If it is React with Tailwind CSS, make a single component without extra packages; otherwise plain HTML, CSS and JavaScript.
- Fully operable with keyboard and touch, with the right aria attributes.
- Respect prefers-reduced-motion: less or no movement.
- Use the colours, fonts and border radii of my project.
- At the end, show me where the component lives and how to use it.
